    NPCs are around for the player to interact with, but they also have their own agendas that may or may not be at odds with the player's plans.

    The first of these NPC categories are landowners, people who manage properties and have administrative tasks. Also fitting for the setting, they are also the ones that raise armies and wage wars.

    Earls
    The most powerful of the landowners, the starting nation has 10 provinces and 9 are controlled by Earls (number 10 is controlled by the Governess). An Earl's lands are vast, under which many many lesser lords are in their service.

    Earls will make decisions that affect the world space as well as their provinces.

    Earls will have names and maybe faces if I think such a thing would add to the game

    Landowners
    There's a post about what kinds of Lord is which, as far as gameplay goes I don't think there's a need to be that detailed about it.

    To make gameplay simple for both the player and computing purposes, I'll say there's less than ten Landowners per province. The means I used to get population numbers says that each province will have two large cities so the bigger of the two will house the Earl and the other will have a landowner.

    Landowner actions will mostly be contained to their region, doing things such as improving their holdings for long term gain, exploiting their holdings for short term gain, hosting parties to make their fellow lords like them and dealing with any issues that may happen randomly or as a result of your (agent's) actions.

    Landowners will, generally speaking, not have names. They'll simply be "Lord of Hammerfall" and a few character traits and skill numbers next to them that allow the player to predict their actions. If and when the player kills them a new character will take their place with little fanfare.

    Notables
    Technically, the other two categories already discussed are also Notables, but the Notable tag will be given to certain NPCs who actions affect the world that the player may need to interact with

    A general for example, would have a name the player can keep track of. An enemy general may need assassinating and if they don't have a name the player can't target such an action can't go through.

    An agent employed by an Earl or other kind of Lord would count as a Notable. Non-player agents work the exact same as player controlled ones.
