It's a matter of personal annoyance, that all the paradox titles that feature some kind of spycraft all use the same base formula; Wait for Bar to fill, do thing, wait for bar to fill.
Granted their games are not based around use of spies, but more like they're a supplement to normal gameplay, so I think there's plenty of room for improvment.
