Landowners, also called Lords, are minor decision makers on the world stage, but when working in concert their actions have a big effect.
In the game Starsector there's a simulated economy working in the background, if a ship full of building materials gets caught those supplies aren't gonna get to where they're needed. As such the price goes up.
Lord's primary responsibilities will be:
maintain/improve their economy
maintain/improve their army
maintain/improve their political power in their realm
maintain/improve their relationships with other lords. Assuming the other lord isn't interfering with any of the above.
What they do will hinge on that lord's single personality trait, each trait will be a set % chance the lord picks any of those options per month. Warlords, will of course, prioritize armies. Diplomats will want to make friends and so on.
If their economy is failing to some degree, the choice will be made for them. Likewise if their army gets killed they'll be forced to spend months replacing at least part of it.
